With respect, I think you are approaching this from the wrong angle. What you are essentially asking is, what, as a fleet, our we going to threaten to do if they don't concede to our demands. I think this is a dangerous approach, and one where I doubt there would be consensus within the fleet. What we do have consensus on, so far, is that we aren't happy about the current situation.
I think what needs to happen is to work toward resolving the situation within the system. There is currently an issue, pointed out correctly, that RC disappear after the Mac race. This really shouldn't be allowed to happen. That is something that everyone in Fleet 11 should be worried about and, probably (?) should be engaging flag officers about in person, via e-mail or on the phone. Perhaps the tactic to take is along the lines of "This situation with the Race Committee is really affecting my enjoyment of the Yacht Club." From working with him on other things, it also seems that Jim Clark, the CYC Manager, is very concerned about issues that affect members enjoyment of the club. I know that he has no direct connection to RC but, I know he doesn't like to hear that members are unhappy with the YC so i am sure he would at least bring it up with flag, RC, etc.
In the short term, Betsy and Ward have offered a solution, NUST. If the RC doesn't engage them immediately to help cover 'holes' in their schedule, then they should be called out for it.

These +1's are fun and all, but I don't think the issue was ever that the
desires of the fleet weren't understood or communicated.
I think we can
safely say that nobody likes the program. Opinions range from
accepting to livid.
*What are WE as a fleet prepared to do in response? As near as I can tell,
nothing; which doesn't put us in such a strong negotiating position.*
The only recommendations I'm hearing are about things we should ask/lobby
for or things that others should do for us. I don't find that helpful in
terms of solving a problem. (And if you're looking for someone to just
complain louder, you have the wrong FC.)
Jack, in your second bullet you say: "At the minimum, I think we need to
stand together and refuse to see this program repeated next season."

RC/Club/Flag/whoever don't agree with us? *
When we can answer that question as a fleet, I think we can get somewhere.
But I don't think this initiative will just go away because we don't like
it. There are legitimate issues with providing RC as we are currently used
to, or at the very least problems that we aren't in a position to solve.
(Frankly, I find it hard to believe the system we have has ever worked.)
For now, I'd just ask that everyone do their scheduled duty, and do so in
good humor. The situation isn't ideal, but make the best of it.
