[etchells-fleet11] Special Regatta Days

I haven't heard from everyone, but enough to confirm.  Three races it is for
all of the special regattas.
Note in response to some of the comments: there are no makeups for the
special regattas, there are no throwouts for the special regattas, we'll
count whatever is actually sailed.

Also, new for this year we will be counting all of the special regattas in a
Jaguar Cup style for the award of the Lipton Cup.

Also, as some of you may have noticed, Mule #2 is still in a disassembled
state.  I didn't have the right tools with me when I tried to fix it last
weekend.  I will be trying to address after I get my mast up this afternoon.
I could probably use a hand with that if anyone is around.
